The falcon passport: what it proves and what it does not replace

The falcon passport is the best-known document on the market, and the most often misunderstood.

What it is

A local administrative registration, issued by the competent authority of the country where the bird is held, which in particular allows the falcon to travel with its holder and serves as the reference identification document locally.

What it is not

• It is not an import permit. A bird entering a country needs the import permit issued by that country's CITES management authority. The passport does not substitute for it.
• It is not an export permit. It does not exempt anyone from any formality when leaving the country of origin.
• It is not a title of ownership. It designates a holder, which is not the same as establishing a bird's chain of ownership.
• It is not proof of captive origin. No local registration document proves where a bird was born.

Why the confusion is dangerous

Because it leads buyers to consider a file complete when it is missing the documents that actually establish the legality of the transaction. And because a seller acting in good faith may present a passport in all sincerity, believing they are meeting a request for proof of origin.

The useful question to ask is never "do you have the passport." It is: what documents do you have, issued by which authority, on what date, and what does each of them prove.
